WP4 – Stakeholder involvement and end user integration

Risk maps are produced for different uses: e.g. spatial planning, water management etc. For the elaboration and implementation of the risk information and to ensure risk adaptation it is of importance to involve the regional / local stakeholders in the process of the map development. It is necessary to identify the end user and to integrate these in the process. The regional / local water management experts need to be involved from the beginning of the project.
The products will be catalogues of demands, discussion of content and the reflection of the mapping actions. Guidance and advice will be given including the needs of the stakeholders / end users as an input for other WPs (harmonization + mapping). The maps will be part of the INSPIRE products on water and be directly accessible for the public. As stakeholders oriented products they will be used for territorial planning and the definition of the infrastructure and enterprises development conditions in the Danube floodplains.

act. 4.1. Stakeholder involvement strategy and coordination: development of a common approach (method) for transnational, national and regional stakeholder identification and participation (related to floodrisk) in the Danube River basin build on the results of the ICPDR analysis; collection of feedback of the involved organisations and persons; in this action the overall participation process is set up.

act. 4.2. Exemplary regional stakeholder activities in RO, AT, BG, in pilot region/municipalities by workshops, events, communication, awareness-rising activities, national working group meetings, seminars, training, websites; the participation and discussion activities will provide important input to the definition process of map content and methods. It will raise risk awareness.

act. 4.3. Exemplary national stakeholder activities, identification of national end users of the floodrisk information for stakeholder integration/ consultation, compilation of joint study and data base on relevant end users, implementation of demonstration projects. A specific investigation on the influence of the floods on the statuse of biodiversity (birds and fishes, etc.) will be provided on the stakeholders in the protected areas and in the Natura 2000 sites (as demonstration projects areas). To the local administration will adress the question if the maping process should include also collecting historical information about the wetlands and marshes near the river. Many of the wetlands were dryed and used for agriculture purposes. Nowerdays this land is not used, or owners are usualy not able to maintaine it in sustainable way. The project will investigate the possibility/oportiunities for restoraiton of such wetlands and possible use as retention basins in the floods management process. Stakeholders investigation can relieve modelling scenarios for the hazard mapping, as well as for risk identification and management.
Emergency planning, private end users, risk receptors the end users of the flood risk information will be used for a better guidance and consulattion process.

act. 4.4. Coordination of PP activities in action 4.1-4.3 and in WP 7, collection of inputs. Meetings of the scientific working group on stakeholder involvment and inegration into planning (WG STAKE / HARM). These meetings will be used to work on a common approach, reflection of problems, lessons learned. Development of a joint study, recommendations for the working groups on harmonization.
